GCEA - An Association of the members, by the members, for the members.
The GCEA is an independent, self-governing body, consisting of a Board made up of one (or two) Director(s), and alternate(s), that represents full time general employees within each city Department. Each Director serves a two year term, and meets with the Department Head on a bi-monthly basis to discuss issues. The Director also brings individual Member’s goals and concerns to the collective Board to define long term and short term objectives and goals, approves the budget, all expenditures, and participates in community events.
The GCEA provides collective bargaining negotiations, on-the-job representation to ensure job protection, competitive salaries, better fringe benefits, grievance representation, and improved retirement benefits. The GCEA monitors Civil Service proceedings and proposed modifications in retirement laws, workers' compensation and other laws that affect our members. The GCEA strives to represent its members to management and the community, to reinforce a professional working relationship between members, management and citizens, and to improve the wages and benefits of our members.

Meetings are held the 3rd Wednesday of every month, from 12:00 noon to 2:00 p.m. in a specified location (unless otherwise noted).
- All members are welcome to attend open Board Meetings. (Note: If Closed Session is called during one of the Board meetings, all attendees, except President, Vice-President, Labor Representative, and Board Directors will be asked to leave).

The GCEA has contracts with professional labor-management representatives. Services include:
- A continuing professional survey and analysis of our wages, job classifications, and fringe benefits.
- Professional representation when negotiating for better wages and working conditions.
- Professional insurance consultation to help us maintain and improve our medical insurance program.
- Personal consultation to all members for job related issues.
- Counseling and representation for employees with grievances, Skelly process, and Civil Service related matters.
Every member carries the GCEA logo with them by association, and should represent the City and GCEA responsibly, respectfully and professionally. Be involved with the GCEA; the more Members who participate, the more leverage we have in negotiations, and the more events and activities we can participate in. Read and get familiar with your Memorandum of Understanding (MOU); it is the contract between GCEA and the City. Hard copies and online electronic versions are available.
